He has a civil engineering degree from the University of Haiti and two Master degrees, in environmental engineering and water resources, from Harvard University. He is a registered professional engineering and water resources, from Harvard University. He is a registered professional engineer, a certified environmental engineer, a Fellow of the American Society of Civil Engineers, and a Life Member of the American Water Works Association. He is listed in five Who's Who publications. For more than 40 years, he has provided engineering management and environmental planning services to well-known U.S. consulting firms, government agencies, and international organizations. He has authored or edited numerous technical reports. He recently published the predecessor volume of this book: Computational Hydraulics and Hydrology-An Illustrated Dictionary, published in 2004 by CRC Press LLC.
