Recognizing fifty successful years of the All-America City Award, this issue looks back on a half-decade of civic accomplishments and award recipients. Contributors demonstrate how, during an era of profound social change, the All-America City Award has consistently shown what citizens can do when they join together to work for the good of their communities. Changing trends in critical issues and challenges that communities face are traced through the winning projects, and their legacy. Examples of successful projects discussed include youth-oriented community projects undertaking by 1998 All-America City winners and finalists. The achievement of five time winner Cleveland is examined in depth to illustrate how a commitment to regional cooperation and a history of civic activism have made Cleveland an example for other communities to consider.

This issue also includes a special focus section on collaborative process with an analysis on the role planned mediation process can play in assisting community associations with achieving a balance between protecting individual interests and preserving the cohesiveness of their community as a whole.
